A HANDLER statement is required to detect and handle when the cursor cannot find any more records.

Each time the FETCH statement is processed, it attempts to get the next row of data.

When it has reached the end of the set of results, a condition will be raised.

Then the handler will be activated.

The handler will set up for the iteration over the records to exit.
