Returns the user ID of the owner of the file, or Notes
Note:
The results of this function are cached. See clearstatcache() for more details.
Tip:
As of PHP 5.0.0 this function can also be used with some URL wrappers. Refer to Appendix O, List of Supported Protocols/Wrappers for a listing of which wrappers support stat() family of functionality.

This function only works if the permissions are more less than 666

Small note: the function resolves symbolic links. That is, if the link is created by user 999 and maps to a file owned by user 666, this function returns 666 :(
